地方政府與社會企業協力關係之研究─以新北市社會重建中心為例

摘要

因社會企業概念在我國逐漸受到重視，對於地方政府而言，社會企業之發展可能會成為公共服務輸送的另一途徑，因此本論文旨在探討地方政府與社會企業之間的協力關係，並以新北市政府與社會重建中心作為個案研究。主要係以訪談法與文獻分析法作為研究基礎，藉以探求「社會企業對於地方政府的概念意涵」、「地方政府與社會企業的協力範圍、方式、條件與相關因素」以及「分析社會企業是否為地方政府推動公共事務的可行途徑」等研究目的。
而本論文研究架構係以「地方政府處理遊民業務的考量重點」、「社會企業運作的目標與功能」與「地方政府與社會企業協力之關係」作為探討基礎，並根據文獻歸納，提出五項協力要素，包含共識、溝通、能力、信任與承諾以及角色定位，以作為分析指標。而實證結果發現，雙方協力的關鍵要素包含共識、溝通、能力、信任基礎以及角色定位，而外在形式則為夥伴與從屬之多元關係，因此，本論文依據研究結果將研究架構加以修正。最後，則是分別針對新北市政府與社會重建中心提出研究建議，以作為雙方未來發展之基礎。

Due to in Taiwan the concept of social enterprise has been gradually emphasized and to the local government, the development of social enterprises could be another way of public service delivery. Therefore, this paper aims to explore the partnership between local government and social enterprise. It is a case study on Social Reconstruction Center of New Taipei City. It mainly based on interview method and document analysis as a research base, in order to understand “the social enterprise implications for the local government”, “the manner, conditions and related factors of partnership between local government and social enterprises” and “analysis whether social enterprise is another way to promote public affairs for the local government.”

The empirical results show that the key elements of partnership contained consensus, communication, competence, trust-based and role. Therefore, based on the results of this paper will examine the research framework to be amended. Finally, the research suggestion were put forward for the New Taipei City Government and Social Reconstruction Center, as a basis for their future development.
