本研究以核能研究所之專案團隊為個案,藉由專案團隊相關文獻回顧以及個案運作現況,探討影響其專案團隊有效運作的關鍵因素。在分析方法上,係使用決策實驗室分析法(Decision Making Trial and Evaluation Laboratory, DEMATEL)進行資料分析,藉以找出彼此間的關聯度及主、次要問題,並建構核能研究所專案團隊運作的關鍵影響因素間之因果關係,俾據以提出改進對策。 本研究經由文獻回顧及核能研究所專案團隊運作現況分析,歸納影響其專案團隊有效運作之主要構面及關鍵因素,並透過修正式德菲法先請專家填答問卷及給予意見,確認主要影響構面為「領導者因素」、「成員因素」、「團隊因素」以及「背景因素」等4項,而包含之關鍵因素為11項。再以問卷調查方式蒐集249份有效問卷,及運用決策實驗室分析法(DEMATEL)進行問卷調查資料之分析。 研究發現,影響核能研究所專案團隊有效運作的關鍵因素中,最重要者為「團隊領導者的問題解決能力」、「團隊領導者的領導能力」、「團隊目標與共識的建立程度」等3項,次要關鍵因素為「團隊資源有效運用與管理的程度」、「團隊領導者的溝通能力」等2項。因此,以「領導者因素」構面最具影響力,顯見專案團隊要有效運作,必須先慎選領導者。另外,從理論擴充意涵而言,並可依各關鍵因素彼此間之主、次要關係,建構原則性及共通性之「專案研發團隊運作效能策略模型」,作為專案團隊有效運作之策略性規劃參考。是以,在專案團隊的整體運作策略上,透過團隊領導者的帶領,以及相關資源的有效運用,即可強化成員對團隊的向心力,有效掌握工作進度,並使成員在參與專案團隊過程中,學習到行政管理及專案管理的技巧,全面提升專業技能以外的管理能力,確實發揮專案團隊的運作效能。
Taking the project teams of the Institute of Nuclear Energy Research (INER) as case study, the present study investigated the key factors affecting the effective operation of its project teams by conducting a review of project team-related literature and by examining the current operation of its project teams. In terms of the method of analysis, the DEMATEL (Decision Making Trial and Evaluation Laboratory) method was used to carry out data analyses in order to identify the relationship among the key factors and the primary and secondary problems, as well as establishing the cause and effect relationship among the key factors affecting the operation of the INER’s project teams, to propose improvement strategies based on the findings. Through literature review and the analysis of the current operation of the INER’s project teams, the present study summed up the major dimensions and key factors that influenced the effective operation of its project teams. Moreover, using a modified Delphi method, the study had experts filled out a questionnaire and given their opinions to identify 4 major dimensions – “leader factors”, “member factors”, “team factors”, and “background factors”, covering 11 key factors in all. Furthermore, 249 valid questionnaires were retrieved from the questionnaire survey conducted, and subsequently, the DEMATEL method was used to analyze the collected data. The study found that, among the key factors that affected the effective operation of the INER’s project teams, the most important ones were “problem-solving skills of team leaders”, “leadership skills of team leaders”, and “the extent of the building of team goals and consensuses”. Secondary factors included “the degree of effective utilization and management of team resources” and “communication skills of team leaders”. Hence, the “leader factors” dimension was found to be the most influential, clearly showing that the team leader must first be carefully selected for a project team to operate effectively. Additionally, to expand the implications, a principled, universal “strategic model on the performance of R&D project teams” could be constructed based on the primary and secondary relationships among the identified key factors to take as reference in strategic planning for the effective operation of project teams. Therefore, with regard to the overall operational strategy for a project team, under the guidance of the team leader and through the effective use of related resources, team cohesion among members can be strengthened immediately to effectively follow the progress of work, as well as enabling members to learn administrative management and project management skills during their participation in the project team to fully enhance their management skills aside from their professional skills, so as to ensure best performance of the project team.
