績效管理刻正成為學術界和實務界所正視的課題。「有評量,才有管理;沒有評量,就沒有績效」一直被視為管理的格言,然弔詭的是,誠如韓第(Charles Handy)所言:「量得更多容易,量得更好卻難」。面對如是難題,筆者欲由公部門績效管理的理論為起點,再探討當前實際運作中的績效管理制度,最後比照理論和實務間之差距,從中析論出公部門績效管理之內在理路,以明績效管理的核心意涵,使其精髓更容易被發現進而掌握。 是以本文擬先探討績效管理的意涵;其次論述公共行政各理論對於政府績效概念的界定,透過各學派的理論內涵,透視政府績效的概念;其三介紹美國聯邦政府實際運作中之績效管理制度,並與理論觀點對照比較;最後則以公部門績效管理內在理路的論述作為筆者探索的結果。
Performance Management is nowadays the focal topic in theory and practice. It is absolutely true: What gets measured gets managed. Without measurement, there is no performance. However, there is a paradox. As Charles Handy puts it : To measure more is easy, but to measure better is difficult. Facing such a difficulty, writer would like to start from the theory of Public Performance Management, then go further to the performance system in practice, finally jump to the conclusion of the inner core of Public Performance Management by comparing the difference between theory and real practice. The main purpose is to reveal the essential concept of performance management, so that people can comprehend it more easily. Therefore, the essay begins from the basic meaning of performance management; then defining the performance of government through using different finds of theories ;third, introducing the performance systems in United State's government operation ; at the end, conclude the whole article with inner path of public performance management.
