應用產品第三類環境宣告評估架構探討工業區能資源鏈結績效

摘要


近年來,隨著全球環境變遷與資源消耗,環境與資源管理議題日益受到各界重視,故企業組織在進行產品設計與生產製造時,均需考量諸多國際規範,如:產品綠色設計、能源使用產品之對環境友善設計、危害物質限制指令之限制與要求等,以健全環境商品的發展及環境宣告,提昇企業永續競爭力,使商品競爭力增加與減少污染,並妥善管理資源的配置。 「ISO 14025產品第三類環境宣告」為ISO 14020系列標準之一,其強調產品須透過生命週期評估後,並經第三者驗證後,將產品之原料開採、製造、運輸、使用、廢棄等相關數據進行公布或宣告,使各界能掌握產品環境資訊,以追求組織更高的產品價值與環境管理作為。 本研究將蒐集整理國內外相關議題與文獻,應用產品系統之概念,延伸至組織層面進行分析與評估,並就國內現今之能資源整合推動計畫現況進行研究分析,以對現今生態工業園區能資源鏈結前後,其環境影響與資源耗用進行綜合性的評估與探討,並納入國際重視之環境議題與規範進行延伸思考,如:溫室氣體排放、水足跡、環境效率、生命週期考量、物質流成本會計分析等。期望由本研究可提昇組織、工業區系統於其能資源配置與管理的重視,以不同觀點探討能資源鏈結之效益,並且掌握進一步的環境資訊,使工業區生產時更加重視單位資源生產力與物質再循環,以減少對環境的影響。

Recent years, global environmental changes and resource consumption, environmental and resource management issues have become an increasing more public attention during the product design and manufacturing, enterprise organization is required to consider the many international norms, such as: Green Product Design for Energy Using Products environmentally friendly design, hazardous substances in the RoHS Directive restrictions and requirements to improve the development of environmental goods and environmental declaration to enhance the sustainable competitiveness of enterprises, increasing the competitiveness of goods and decreasing pollution to environment, then properly manage the allocation of resources. “ISO 14025 Type III product environmental declaration” is one of the ISO 14020 series of standard, it emphasizes to go through life cycle thinking, and after third party verification , it will publish or declare the relevant data of product raw materials extraction, manufacturing, transportation, use, disposal , community to predominate the master product environmental information ,and the organization has higher value of the product and environmental management . This study will collect concept relevant issues and literature, applications the concept of product systems, extended to the organizational level to analysis and evaluation, and promote the integration of the project the status of research and analysis the energy resources of the country, to Eco-industrial park of the resource linkage before and after, its environmental impact and the resources consumption to undertake a comprehensive evaluation and discussion, and incorporated into the environmental issues and norms of the international attached importance to do an extension of the thinking, such as: Water Footprint, Eco-efficiency, the view of life cycle, Material Flow Cost-accounting analysis and so on. Expectations from this study can enhance the great importance of organization, the industrial park and system on theirs allocation of resources and environmental management attention, to use the different perspectives to explore the effectiveness of energy and resources linkage, and further predominate the environmental information and benefits of energy and resource linkage, so that the industrial park pay more attention their material flow recycling and resource productivity of unit in order to reduce the impact on the environment.
