我國居家照護醫療廠商發展遠距照護營運模式之研究

A Study on Corporate Strategy of Medical Electronics Companies under Tele-Healthcare Trend

摘要


高齡化與少子化的人口發展趨勢為醫療產業帶來根本的改變,醫療環境也朝向預防醫學與院後照護。新興的遠距健康照護產業目前真正運行且獲利的商業模式以及產業內的競爭合作態勢仍有待觀察。本初探性研究藉由總體環境分析從政治、經濟、社會文化、科技、環境及法律等外部因素探討我國居家照護醫療電子廠商發展遠距照護營運模式以及健康照護產業的現況與挑戰,並透過事業策略架構的五個構成元素:切入的領域、載具、與競爭者的差異點、啟動的步調以及獲利經濟邏輯等方面,分析居家照護醫療廠商對遠距照護的思維與營運策略。 經研究後發現:(1)政府應協助立法,排除產業發展的法令障礙,加強對使用者健康資料的法律保護,同時也應提出促進遠距照護產業發展條例。另外應提供政策性補助鼓勵廠商投入,並積極鼓勵大廠投入或進行業界整合。(2) 發展家醫制度,並將遠距健康照護產業與家醫系統結合,藉以改變民眾就醫習慣,且使資料安全獲得較佳保障,增加民眾信任與參與。(3)廠商應建立健康資訊傳輸與檔案格式共通標準,以利產業的整體發展與整合,並應致力於加強資訊安全,確保用戶隱私。(4)應該讓醫師在遠距照護系統中扮演重要角色,開發較高階例如居家心電圖等照護產品。(5)廠商應保握產品應用的機會切入遠距健康照護,但也應衡量自身的競爭優勢及核心能力,審慎樂觀的參與及面對。(6)廠商可透過異業聯盟,組合遠距照護產業的網絡服務系統,提供大眾健康照護服務,共同創造獲利。

The demographic trend toward aging and birthrate declining might bring a fundamental change to medical behavior. Tele-healthcare as a carrier is going to bring healthcare into the era of preventive medicine and post-hospital care. The burgeoning tele-healthcare industry faces uncertainty since there is still not a successful and profitable business model yet while the coopetition situation is not very clear in the industry. This study tries to analyze the macro environment of tele-healthcare industry for homecare medical electronics companies through a systemic view from political, economic, socio-cultural, technological, environmental and legal aspects. This study also analyzes the business model of three companies as cases how they think of the tele-healthcare industry and how they get into this filed from five elements of corporate strategy by means of economical logic, arenas, vehicles, differentiators and staging in order to contribute the innovative managerial intents for medical electronics and health technology companies in a dynamically changing environment. Policy incentive, legal deregulation, privacy protection, reimbursement and ease to find a physician might be the essential issues which now are obstacles for the industry. Developing the Home Doctor System as node of tele-health would be the good solution to increase the trust of the tele-health for the public. Let physicians play a essential role in the telehealth network will increase the value of industry linkage. Company entering strategy is preferred to be steady and staging and resource allocation are important to homecare electronic companies when decide to enter this industry. The companies should consider their own strength and core competence when planning the entering strategy. Cross-industries strategic alliance should be helpful to increase services for public health and boost the development of tele-health industry.
