發展坪林區有機農業社區化管理策略

Developing Community-based Management Strategy for Pinglin’s Organic Agriculture

摘要

本研究的目的是希望透過發展社區化的策略協助坪林區有機農業相關策略的發展達到永續農業發展的各項目標。由於永續農業強調生態系統的永續性為發展的基礎，然而一般社會發展的策略是以經濟目標為優先考量，因此本研究建構一個有機農業可持續發展的目標架構。本研究透過SWOT分析方法以有機農業目標架構和社區化的相關條件為目標水準，蒐集並分析坪林區的現況資料和有機農夫、一般農夫以及新北市政府農業局的相關看法，分析坪林區有機農業發展的課題。然後根據坪林區有機農業目標架構和社區化發展的課題，提出有機農業的相關策略，並提出社區化策略以協助有機農業各項策略的發展；針對坪林區有機農業發展的課題，本研究在生活面提出8項社區化策略，在生產面提出9項社區化策略，在生態面提出8項社區化策略。
本研究結論認為應在永續農業發展的原則下，透過資金和技術的相關策略介入坪林區有機農業的發展，以解決坪林區有機農業經濟誘因和勞動力缺乏的問題，而過程中有機農業的各利害關聯者應有良好的溝通與協調，使相關資源與發展目標整合，以達成目標。

This study aimed at supporting the development of Pinglin organic agriculture strategy through community-based management strategy to achieve the goal of sustainable agriculture. However, sustainable agriculture emphasized the sustainable of ecosystem as the basis of development, but economic goals are what general public usually considers. As a result, this study constructed an organic agriculture sustainable development goal framework. This study used SWOT analysis as a mean to analyzing the issue of Pinglin organic agriculture development through setting organic agriculture goal framework and the requirement of community-based development as the objective standard of SWOT analysis, collecting and the data of Pinglin’s past and current status and collecting the opinion of Pinglin conventional farmers, Pinglin organic farmers and the Agriculture Department of New Taipei City Government. Then, in connection with the organic agriculture goal framework and the issue of Pinglin organic agriculture development, This study proposed the organic agriculture strategy and the community-based management strategy to achieve the goal. To deal with the issue of Pinglin organic agriculture development, The study proposed 8 community-based management strategy for ecologic goal, 9 community-based management strategy for economic goal, 8 community-based management strategy for social goal.
This study concludes that the development of Pinglin organic agriculture should take some strategies that involves funds and technologies to issue the problems of economic incentives and the lack of tea farm labors, with the stakeholders who involve in Pinglin organic agriculture having a good communication and coordination to integrate their resource and development to achieve the goal.
