以生態系統管理觀點探討流域森林復育策略-基隆河流域為例

摘要


森林生態系是極重要的維生系統,但長期受到人為開發,其面積大幅減少或生態品質低落。本研究以流域為單元,透過生態系統管理的概念,進行森林復育空間策略規劃,有別於注重技術層面的傳統森林復育,旨在以地景格局管理或恢復生態系統的完整性與保障人類福祉。研究中以基隆河流域範圍,作為森林復育規劃實質操作範例。 空間規劃乃針對不同流域層級進行,最終提出不同的森林復育策略。規劃時主要以植生指數(NDVI)、Zonal Thickness指數與土壤流失潛勢等因子,作為判定森林復育之優先順序與森林復育策略之研擬依據,另結合土地利用現況考量。大尺度規劃是以流域整體生態品質分佈為導向;而中尺度選擇大武崙子流域為示範,進一步考量與土地利用的人文互動。 透過實質空間復育規劃,顯示以流域作為森林復育的規劃管理單元,不僅能進行系統化空間結構的分析與互動考量,也能將人文社會經濟發展融入森林自然體系中,並藉由不同流域層級,或能有效反映不同地景層級對森林與其他土地使用嵌塊體間的互動與衝擊,可較適於作為全面性的復育政策擬定的基礎。

Forest ecosystem is an extremely important life support system, but human development have caused decreasing forest areas or ecological quality degradation. With watershed as an unit, this study undertook strategic spatial planning for forest restoration based on the ecosystem management concept. Unlike traditional forest restoration focusing on technical aspect, it was dedicated to landscape pattern management or restoring ecosystem integrity to secure the human well-being. The study took Keelung River watershed as an example of planning operations for forest restoration. Spatial planning was done at different watershed level, and finally presented forest restoration strategies. According to factors including NDVI, zonal thickness and soil loss, the priority for the forest restoration and the strategies was decided, in which land-use was also considerded. Large-scale planning is primarily oriented by the the ecological quality distribution on the whole watershed; while meso-scale planning was done for Da-Wu-Lun sub-watershed as a demonstration, in which human interaction and land-use was further considered. Via real spatial planning for forest restoration, it showed that taking watershed as the planning and management unit for forest restoration might not only do systematic analysis of spatial structure and consider the interactions, but integrate social and economic development into the natural forests system. Planning on different watershed levels could reflect the different interactions and impacts for forests and land-use mosaics. It is appropriate as the basis for the overall policy making in forest restoration.
