台灣與中國設計產業之國家創新政策研究

摘要

隨著知識經濟的蓬勃發展，文化創意產業為近幾年各國積極投入的產業，渴望藉由文化創意產業之發展提升國家整體競爭力。而設計產業隸屬於文化創意產業之一環，其產業發展尚未成熟，因此需要政府與各方相關人士的協助與投入，且國內較少學者投入設計產業政策的研究，又以設計產業有助於帶動台灣產業的轉型，可提升台灣國際競爭力，因此本研究便以設計產業為研究對象，分析並探討台灣設計產業政策的發展，同時將中國設計產業政策納入研究中，探究中國設計產業政策與台灣設計產業政策之異同處，以歸納出兩國設計產業政策的特點，並提出台灣未來擬定設計產業政策之建議方向，以及尋找台灣與中國未來於設計產業可合作之契機。
本研究於分析政策的過程中，以Rothwell R. & Zegveld W.的政策工具為基礎，同時融入國家創新系統的概念，整理出適用於本研究的設計政策分析構面，並藉以比較與歸納台灣與中國設計產業政策的特點，進而發掘台灣設計產業政策優勢與可改進之處，而後提出未來政府擬定政策之方向建議，以強化設計產業政策，發揮扶持產業發展之效益。

In recent years, along with the prosperous development of the knowledge economy, many countries invest in the cultural and creative industry and hope it can strengthen the country's competitiveness. The design industry is part of the cultural and creative industry. It can help to drive the transformation of Taiwan’s industry and enhance international competitiveness of Taiwan. However, the design industry is still developing. It needs the government and other related parties to assist and invest in. In order to grasp the design industry’s features in Taiwan and give the propositions about the future development of design industry, the study analyzes the policies of design industry in Taiwan. While the study include the analysis of design industry’s policies in China to generalize the similarities and differences in design industry between two countries and find the opportunities For two countries to cooperate with each other in design industry.
The study is on the basis of the theory about the policy tools from the research of Rothwell R. and Zegveld W.. In addition, the study adds the concept of national innovation system and generalizes four design dimensions for the policy analysis so that the policy analysis is more comprehensive. Based on the result of the analysis, the government can take the suggestion about the future development of design industry’s policies and strengthen the development of design industry effectively.
