交通部公路總局辦理路平專案成果提升策略之研究

摘要

近年來台灣經濟發展快速，國家重大建設計畫密集推出，各項民生管線使用道路埋設管線情形非常普遍。而道路經過挖掘埋設管線施工後，常因道路回填不實造成下陷，或是管線設施物埋設未與路面齊平，造成路面不平整情形，影響人民通行不便。經過統計，路面上人孔蓋不平整及路面坑洞等因素所造成人員之傷亡，為用路人最為詬病之處。交通部公路總局負責台灣地區省、縣道7721公里道路養護作業，為提供平整安全的道路，並建立健全之道路管理機制，該局推行「路平專案」，希望以行政管理的方法提升公路路面服務品質，本文就該局執行路平專案成果進行探討並提出精進策略。

In recent years, Taiwan economy development is fast, and the national significant construction plan crowdedly promotes, each livelihood of the people pipeline use path installs underground the pipeline situation to be extremely common. But the path installs underground the pipeline construction after the excavation, often because the path backfill not really creates undercuts, perhaps the pipeline facility installs underground has not been flush with the road surface, creates the road surface not smooth situation, affects the people pass through inconveniently. After the statistics, in the road surface manhole is not smooth and factor and so on road surface pothole causes casualties of the personnel, for uses the passer-by most to denounce place. The Directorate General of Highways, M.O.T.C. is responsible for the Taiwan area province, road 7,721 kilometers road maintenance work, for provides the smooth security the path, and the establishment improves the road administration mechanism, this bureau carries out " the proposal of smooth road ", hoped by the administration method promotion road surface service quality, this article carries in this game of execution the proposal of smooth road result discusses and proposed strives the strategy.
