由於科技進步，網際網路之應用相當迅速，先進國家均積極規劃前瞻性的資訊通訊政策，其中寬頻建設是重要環節之一。透過推動M計畫(行動台灣計畫)，以「行動台灣、應用無線、商機無限」為發展願景，規劃建設全島纜線共通管道，以加速寬頻網路中用戶迴路(Last mile)之建設。
寬頻管道建設為國家加速落實通訊網路、建構行動臺灣環境的基礎建設。地方政府在寬頻管道建設後，需建立一個管理系統來處理寬頻管道後續之維護等工作，並協助管理未來租用給管線業者之相關工作。
本研究針對桃園縣政府寬頻管道管理維護的需求，以桃園縣寬頻管道建設的成果，將其竣工後的測量資料及竣工圖資，以地理資訊的資料處理技術，將資料處理成地理資訊系統所需要的格式；分析並建立寬頻管道的地理資訊管理系統，提供地方政府做為管理寬頻業者之租用及本身營運與管理維護之用。以真正落實管線維護管理機制及提昇政府效能，並兼具未來管理之前瞻性。

ABSTRACT
As technology advances, the application of the Internet very quickly, advanced countries are actively planning the forward.looking information and communications policies, broadband build is an important part of one. Through the promotion of M program (action plan in Taiwan), the "Mobile Taiwan, the application of wireless, business opportunities" for the development of vision, planning and construction of the island cable common channel in order to accelerate the broadband network subscriber line of the building .
Broadband pipeline construction for the state to accelerate the implementation of communication networks, construction of environmental infrastructure operations in Taiwan. Local governments in the broadband pipeline construction, the need to establish a management system to handle the follow.up of broadband pipeline maintenance work, and help manage the future of rent to the pipeline industry related work.
In this study, Taoyuan county government management and maintenance of broadband pipeline needs to Taoyuan County, the results of broadband pipeline construction will be completed after its completion of the measurement data and map data to geographic information data processing technology, data processing into a geographic information system required format; analysis and the establishment of broadband pipeline geographic information management system that provides broadband local government as the management of the rental industry and its operations and management and maintenance purposes. To truly implement the maintenance management system pipeline and improve government efficiency, and both the future management of the forward looking.
