客家政策效益之實證研究-以桃園縣為例

摘要


本研究是以四個政策類型-文化節慶活動、客家文化重點發展區及公事語言、客語認證與客語生活學校及客家族群傳播及媒體,來分析客家政策的實施效益,探究目前所實施之客家政策對於客家族群現況認知及滿意度分析,以提供建議客委會及相關客家事務機構參考。研究發現政策的認知程度上明顯較為不足,在宣傳方面尚需加強,而客語認證與客語生活學校的辦理最令客家族群滿意,除了提升客家的能見度,也讓客語的語言位階有提升之效用,客家文化重點發展區及公事語言則在實施滿意度較為低落,呈現出要讓客語成為公事語言尚有一段需要努力的空間;在母語使用提升上,客家族群傳播及媒體呈現較為顯著的影響,客家電視台母語推行及文化傳承受到大致的肯定;客家認同提升上,則客語認證與客語生活學校及客家族群傳播及媒體呈現較為顯著的影響。目前所推行的客家政策針對客家族群的滿意度、客語使用提升及客家認同提升,大致上都屬正面的影響,代表著目前所推行的客家政策方向無誤,應該繼續推動,活化客家文化及母語的傳承。

This research adopts four types of governmental policies as the categories,cultural festival activity,main Hakka culture development zone and official language,Hakka language certification and Hakka language-living school,and the mass communication and media of Hakka group,to analyze the efficiency of Hakka policies’ implementation. The discussion of the cognition in Hakka groups and the degree of satisfaction to the Hakka policies in the present,which could provide the suggestions for Hakka Affairs Council and other associated Hakka institutions as the references. However,this paper indicates that these policies are in the lack of cognition degree apparently. In the aspect of propagation,the authorities should put more effort on promotion.Besides,the execution of policies in Hakka language certification and Hakka living school are appreciated by the Hakka people,which could promote the visibility of Hakka and the stage of Hakka language.On the other hand,the satisfaction degrees of main Hakka culture development zone and official language are low,which show that these policies still leave much space to be improved. Moreover,in the side of raising the usage of mother tongue,the mass communication and media of Hakka group have significant influences. The efforts of promoting the usage of mother tongue and preserving cultural heritage by Hakka television stations, which are appreaciated by the public generally. Finally,in terms of raising Hakka certification, Hakka living school and the mass communication and media of Hakka group have great effects on the society.These executing Hakka policies are considered that they have positive effects approximately on the dgree of satisfaction to the Hakka groups,the raise of using Hakka language,and the raise of Hakka certification in the present,which show that the directions of promoting Hakka policies are undoubtful and these should be promoted lastingly in order to activate Hakka culture and cultural heritage preservation.
