應用分析網路程序法建構研發人員職能評選模式之研究-以網通產業G公司為例

摘要


在面臨全球產業之競爭與產業結構的快速改變下,如何提升企業組織的「競爭優勢」,重視「人力資源管理與應用」應為根本的關鍵所在。其中具備高度專業知識與能力的研發人才是企業創新、獲利之基礎,亦為主要競爭利基,因此對於高度專業知識與能力的研發人才之尋找與發展的需求,實為G公司現在及未來所面臨的重要課題。而運用職能模式進行人才的甄選與培育,在產業界及學界都已被認為是有效的方法之一。本研究旨在瞭解網通產業研發人員應具備之條件,以職能理論為研究基礎,蒐集專家學者意見,在考量組織核心競爭力(Core competence)之觀點下,分別應用模糊德菲法(Fuzzy Delphi Method)及分析網路程序法(Analytic Network Process,ANP),建構網通產業研發人員關鍵職能,再依此模式進行實証研究,以評選出最適任之網通產業研發人員關鍵職能。本研究所達成之成果如下: 一、 確立網通產業研發人員G公司之關鍵職能項目及定義,在核心競爭力觀點考量下,分別為問題分析與解決、工作活力、團隊合作、創新成就導向、彈性與適應力、專業服務導向、主動積極及自律,並藉以建立職能評選指標層級架構。 二、 在考量各職能準則間的相依關係下,本研究運用分析網路程序法以系統化分析及量化判斷,以確立職能評選指標之權重,建構一套具有權重標準之網通產業研發人員關鍵職能。 三、 經實證蒐集專家意見並運用分析網路程序法進行分析後,得到各項職能權重,由最高至低,依序為問題分析與解決0.221、團隊合作0.151、主動積極0.133、工作活力0.128、創新成就導向0.118、專業服務導向0.094、彈性與適應力0.080、自律0.076。

In the face of worldwide competition and rapid changes of industry structure, utting emphasis on "human resource management and application" is the crucial to improve "competitive advantage" of enterprises. The R&D talent who have highly specialty and ability are the foundation of enterprise innovation and earning profits. That is competition advantage, and therefore, the need of searching and developing this kind of people is a major challenge to deal with in the near future for the corporate case. Through competency model, recruiting and training R&D employees have been viewed as one of the effective methods in the industrial and academic circles. The main purpose of the study is understanding what R&D employees of WLAN industry should meet the requirement. Base on the Competence Theory and the viewpoint of Core Competence, this research collect opinions from R&D experts and scholars through applying Fuzzy Delphi Method and Analytic Network Process(ANP), the essential competency for R&D employees in WLAN industry is constructed. Furthermore, and empirical study based on the above competence-based model to select the best suitable R&D employees of the WLAN industry. The results of this study are as follows: 1. To establish the critical competency items and definition for the R&D employees of WLAN industry, which are Problem Analyzing and Solving, Teamwork and Cooperation, Initiative and Active, Work Enthusiasm and Initiative, Innovation and Achievement Orientation, Customer Service Orientation, Agility and Flexibility, Self-discipline and so on. And the hierachical framework of the competency of selection criteria is established. 2. In considetation of the dependent relationships among principles of competency,this study utilixes.Analytic Network Process to systematize decompostition and quantify judgment, in order to firmly establish the weight of competency indicators, as well as to consturct a compentence-based selection model of the R&D employees in the WLAN industry with weights standard. 3. Evidence collected by the expert advice and the use of analytic network process for analysis, are the functions of the weights, from the highest to low: Problem Analyzing and Solving is 0.221,Teamwork and Cooperation is 0.151, Initiative and Active is 0.133, Work Enthusiasm and Initiative is 0.128, Innovation and Achievement Orientation is 0.118, Customer Service Orientation is 0.094, Agility and Flexibility is 0.080, Self-discipline is 0.076.
