自1994年文建會推行「社區總體營造」以來,社區營造一直由政府各單位分頭進行。為瞭解社區營造推動情形,本研究探討蔦松社區在社區營造的過程中,公私協力的情形與實際情況。 本研究以文獻分析和深度訪談的方式,瞭解蔦松社區發展面臨困境。另外以Ansell & Gash的協力治理模型來分析蔦松社區營造的初始狀況、制度設計、協力過程和領導,以建構出公部門與社區公私協力之較佳模式。 根據研究發現,蔦松社區有先天觀光資源優勢,但是社區聚落發展不均,尤其是社區工作機會少,年輕人口大量外移,也影響社區營造的推動。另外社區發展協會與公部門、基金會合作面臨的問題,也會影響社區發展的推動。如何配合專家學者指導,以及尋求非營利組織和企業協助,找出發展利基是一大重點。
Since 1994, the CCA will implement community empowerment, it has been carried out separately by various government units. In order to understand the community to implement community empowerment, this study was to investigate the case Niaosong Community in the process of public-Private Partnership. In this study, documentary analysis and in-depth interview, to understand the difficulties faced by the Niaosong Community Development Association. In addition to the model of collaborative governance by Ansell and Gash to analyze the community of starting conditions, institutional design, collaborative process and facilitative leadership work together to construct a preferred mode of public-Private Partnership. Based on the findings, Niaosong Community have innate advantages of tourism resources, but uneven development community, especially high unemployment rate, a lot of young emigration, but also affect the community to implement community empowerment. Another problem of the public sector and community development association, in cooperation with the Foundation faces will affect promote community development. How to meet the guidance of experts and scholars, as well as non-profit organizations and businesses to seek help, to find a niche development is a major focus.
