CVIPP模型在我國樂齡學習中心績效評估應用之研究

A Study on Performance Evaluation of the CVIPP Model in the Active Aging Learning Centers of Taiwan

摘要


人口結構老化與高齡社會化的趨勢促使台灣重視及發展高齡教育,而近年來政府更積極輔導樂齡學習中心致力實踐活躍老化。有鑑於此,本研究以樂齡學習中心(AALC)為研究主體,應用CVIPP模型對其進行績效評估研究,藉以探討:一、樂齡學習中心在管理程度上的分類;二、不同類型樂齡學習中心在CVIPP各層面的關鍵指標;三、不同類型樂齡學習中心對產出結果的影響方式。最後綜合研究結果,歸結出不同管理規模程度的樂齡學習中心在經營管理上之建議。 為達上述研究目的,本研究採用問卷調查法進行研究,以313所樂齡學習中心的工作者及高齡參與學員為研究對象。整體而言總計發放單位版問卷1,455份,回收972份,有效問卷863份(單位版有效率59.31%);發放學員版問卷5,948份,回收4,264份,有效問卷3,936份(學員版有效率66.17%);有效的中心數量為214所。分別以描述性統計、卡方分析、集群分析、區別分析、兩因子混合變異數分析、結構方程模式、多層次模式等統計方法進行分析與討論,根據研究發現,歸納結論如下: 一、高度管理程度中心,應優先重視政府經費支持、制訂具體目標、充足經費來源、規劃深化系列課程以及品牌形象獲得肯定; 二、中度管理程度中心,應優先重視法規制度保障、政府經費支持、願景結合目標、團隊具核心價值、充足經費來源、組織分工、擴充團隊人力及規劃深化系列課程; 三、低度管理程度中心,應優先重視法規制度保障、基本人力須充足、定期檢討進度與成果、建立學習評估機制、考核、獎勵辦法以及辦理成果展示; 四、影響目標達成的主要構面為活動執行與價值承諾,然高管理中心應再重視課程規劃與行銷推廣,中管理中心應再重視行銷推廣,低管理中心應再重視課程規劃; 五、影響學員滿意的主要構面均為活動執行、價值承諾以及課程規劃三項; 六、影響績效表現的主要構面仍為活動執行與價值承諾,但高管理程度與低管理程度中心均應再重視課程規劃; 本研究根據研究結果與結論,針對樂齡學習體系彙整出各管理階段關鍵指標,並分就政府、樂齡輔導團、運作單位、未來研究提出相關建議。

Taiwan values and develops education for the elderly due to the trend of the aging population structure and the aged society. In recent years, the government positively advises Active Aging Learning Centers (AALC) to practice active aging. Accordingly, this study focuses on AALCs and conducts the performance evaluation on them with the CVIPP model. It aims to investigate (1) the classification of the AALCs regarding their management ways; (2) the key indicators on various aspects of the CVIPP used in different kinds of the AALCs; and (3) impacts on the results of the different AALCs. Finally, according to research results, it provides suggestions on the management of the AALCs. To achieve these research goals, this study conducts the Questionnaire Survey. Its subjects are the staff and the elderly members in the 313 AALCs. In total, 1455 surveys are submitted to the staff and 972 of the respondents entered the survey. 863 of them completed the full survey, which means the completion rate is 59.31%. 5948 surveys are submitted to the elderly members and 4264 respondents entered the survey. 3936 of them completed the full survey, which means the completion rate is 66.17%. Also, 214 centers entered this survey. It was analyzed with the Descriptive Statistics, the Chi-square analysis, the Cluster analysis, the Discriminant analysis, the two ways ANOVA with mixed design, the Structural Equation Modeling (SEM), and the Multilevel Modeling (MLM). It concludes that (1) The centers with high-level management should focus on acquiring the government's fundings, making concrete goals, having supple fundings sources, designing in depth courses and promoting their brand images; (2) The centers with medium-level management should focus on their protection system by law, the government's fundings, collaborative goals, teams' core values, supple funding sources, work distribution, employing more staff members and designing in depth courses; (3) The centers with low-levels should focus on their protection system by law, workforce, regular reviews on their process and achievements, building systems of learning evaluation, performance evaluation, and rewards, and demonstrate their results; (4) The main factors that impact the achievement of goals are implementation of activities and value promises and however, the centers with high-level management should pay more attention on planning and promoting their courses, those with medium-level should focus on their promoting and those with low-level should value their curriculum planning; (5) The satisfaction of the senior citizens is influenced by activities, value promises and curriculum planning; (6) Activities and value promises are main factors impacting on the performance, and however, both of those centers with high-level and low-level should focus on their curriculum planning. According to the research results and the conclusion, this study provides key indicators of different management phases aiming on the active-again learning system and suggestions for the government, instructor corps, operators and future researchers.
