影響義勇消防組織協助消防工作效率之評估-以屏東縣義勇消防總隊為例

摘要

在消防人力不足的狀況下，我國採用義勇消防組織協助消防人員，進行各項消防及災害搶救工作。該組織成員為災害搶救處置第一線人員，其對消防工作及災害搶救所需的必要技能、工作態度、專業素養以及對於工作的投入程度，攸關消防工作效能是否能發揮之重要關鍵。本文參酌法令規章、行政管理、教育訓練、通報聯絡及出勤情況等影響消防工作成效之相關資料設計問卷，針對屏東縣政府消防局轄屬警消人員進行問卷調查。由72%回收問卷的統計分析結果顯示義勇消防組織在行政管理上有改善空間；在教育訓練上是受肯定且高度認同其必要性；在救災裝備上因經費窘困普遍呈現裝備短缺的現象;在工作投入度上義警消人員都呈現高度的認同。總結來說義勇消防組織在協助消防工作成效上呈現正面的評價。

Due to manpower deficit and resources shortage, volunteer fire organization is authorized by law to assist fire department in various rescue missions. Volunteer fire fighters are considered as the rescue force in the first line, their skill, attitude, professional knowledge and enthusiasm are the keys to fulfill the assignments. This case study is based on the analysis conducted through a questionnaire to the firefighters of Pingtung County Fire Bureau focusing on the topics of the laws and regulations, administrative management, education and training courses, notification and communication and out on duty conditions, etc.The results based on a questionnaire with recycling rate at 72% confirmed that there is still room for improvement in administrative management and serious shortage of equipment is caused by constrained budget. However, education and training are essential and the results are positive and the attitude and enthusiasm of the force are highly appreciated and recognized.In conclusion, the contribution of the volunteer fire organization in assisting rescue missions is assured and admitted.
