兒童及少年安置及教養機構評鑑績效之研究:從機構管理者的觀點

A Research of Performances Evaluation in Child and Adolescent Residential Institution – Perspectives of Manager

摘要


本研究旨在建構一組用以預測兒童及少年安置及教養機構評鑑績效之迴歸模型,經文獻回顧後整理出管理者基本特質、組織領導行為、組職結構、組織文化四項是經常被視為與機構績效表現相關之因素,本研究即以此四項作為預測模型之建構因子。 本研究以參與「98年度兒童及少年安置及教養機構聯合評鑑」之機構為對象,依據上述四變項之內涵擬定研究問卷以進行調查,同時配合「98年度兒童及少年安置及教養機構聯合評鑑作業」的成績,了解四項因子與評鑑成績之差異性與相關性。研究結果顯示: ㄧ、管理者基本特質面向,僅管理者的服務總年資與機構評鑑績效產生相關顯著水準,表示管理者服務總年資越長,則機構評鑑表現越佳。 二、組織領導行為面向,工作層面與機構評鑑績效達相關顯著性。越重視工作層面的組織領導行為,則機構評鑑表現越佳。 三、組織結構面向,僅制度種類數、職別種類數、專職人數、志工人數四項與評鑑績效產生相關顯著水準。制度種類數、職別種類數、專職人數、志工人數越多,則機構評鑑表現越佳。 四、組織文化面向,開放系統與理性目標二模型與績效評鑑產生相關顯著水準。越重視開放系統與理性目標二模型的機構管理者,則其機構評鑑表現越佳。 最後依據本研究之結果,分別針對政府制度、兒童及少年安置及教養機構、機構管理者,以及未來研究者提出建議。期待未來對兒童及少年安置及教養機構之評鑑,能擴增對機構提供給員工情緒支持資源的了解,以及機構與外部資源的連結狀況;兒童及少年安置及教養機構之運作,能加強對外部環境的重視;管理者強化工作層面領導行為的重視;未來研究者可納入外部環境對評鑑績效的影響了解,與探討機構發展歷程的情況。

The purpose of this research is to construct a regression model to predict evaluation performances in child and adolescent residential institutions. According to literatures, the researchers induce four factors related with institutional evaluation performance. They are the basic characteristics of the manager, organizational leadership behavior, organizational structure, and organizational culture. This research uses them to be the variables of the regression model. Samples of this research are taken from those institutions which partook in "The United Evaluation of Child and Adolescent Residential Institution in Year 98". The survey uses a questionnaire based on the content of those four variables, and, in reference to the scores of "The United Evaluation of Child and Adolescent Residential Institution in Year 98", tries to find out the differences and correlations between those four factors and the scores of evaluation. The results show: 1. At the dimension of the basic characteristics of manager, the manager’s accumulative years of service has significant relation to performance evaluation. While the manager’s accumulative years of service gets longer, the evaluation performance is better. 2. At the dimension of organizational leadership behavior, working-oriented leadership behavior has significant relation to evaluation performance. While the manager takes working-oriented organizational leadership behavior more serious, the evaluation performance is better. 3. At the dimension of organizational structure, four items have significant relation to performance evaluation. They are the number of rule types, the number of position species, the number of full-time employees, and the number of volunteers. While the number of rule types, the number of position species, the number of full-time employees, and the number of volunteers get higher, the evaluation performance is better. 4. At the dimension of organizational culture, open systems model and rational goal model have significant relation to performance evaluation. While the manager takes open systems model and rational goal model more serious, the evaluation performance is better. Based on the results of this research, some suggestions are put forward for the policy of the government, child and adolescent residential institutions, managers and future researchers. The evaluation of child and adolescent residential institutions could help find those resources which institutions offer for staff’s emotions, and the link between institutions and external resources. Managers should pay attention to the external situations in the operation of a child and adolescent residential institution. Managers should pay attention to working-oriented leadership behavior. Future researchers could discuss how external situations have impact on evaluation performance and the situations of institutional development process.
