應用灰關聯方法建立科技產業訓練品質系統評估指標之研究-以A、B企業為例

摘要


面對全球化市場競逐的環境,許多企業深切體認到「企業組織發展的重要關鍵是—人力資源的運用」,因此有效的及系統化的「教育訓練」便成為組織變革的重要經營政策之一。而企業除了訓練人員以外,還需有好的評核工具,據此勞委會參考瑞士ISO 10015標準、英國IIP人才投資方案,經由專家學者及企業界實務人士與國際認證機構,以及我國面對全球化知識經濟社會之挑戰情況,研擬出一套台灣自己的訓練品質系統(Taiwan TrainQuali System,以下簡稱TTQS)。 本研究主要以灰關聯方法分析探討科技產業之A、B個案公司導入TTQS訓練品質系統評估指標,以提供企業未來導入TTQS訓練品質系統之參考。本研究目的為:1.探討企業導入TTQS訓練品質系統執行效度之關鍵成功因素表。2.運用灰關聯分析法找出企業推動TTQS關鍵成功因素及其權重。3.建立TTQS評估參考模式,使企業可依據其本身資源條件,進行自我評估,以提升整體人力資源。 本研究流程分為二個階段,第一階段為資料蒐集階段:透過文獻探討與資料蒐集等方式探討企業導入TTQS關鍵評估因素,並加以彙整形成問卷。第二階段為實證分析階段:針對科技產業A、B個案公司兩家企業之經營管理階層與其TTQS相關人員進行問卷施測,並將所蒐集的問卷結果利用灰關聯分析方法加以分析探討。 研究結果顯示產業特性、規模不同之公司得出之TTQS導入關鍵成功因素有顯著不同,研究結論針對兩家個案公司提出導入建議,期望本研究所提供的評估模式,使得欲投資人力資源之企業,可自行進行自我評估,並參照本研究提供之解決對策,以提升該整體人力資源。

Facing a keen competitive environment of global market today, many enterprises realize that it is the human resources applying that play a key role in the organization development. Therefore, making an effective and systematic education and training has turned out to be one of the essential management policies for organization change. And besides training their workforces, enterprises still need a good audit method to ensure human resource quality. Noticing of this need, Taiwan’s Bureau of Employment and Vocational Training drafted a set of self-developed Taiwan TrainQuali System (TTQS) for monitoring training quality by reference of Swiss ISO 10015 standard, Investors In People (IIP) UK, as well as consulting the experts, scholars, field practitioners and international accreditation bodies, and the real challenges coming from the globalization of knowledge-based economic society. This study was focused on applying the Grey Relational Method to analyze and explore the evaluation indicators as case A and B Company integrated with TTQS for education and training, hoping that the findings can be useful when companies introduction of TTQS in the future. The objectives of this study are as follow: (1) Exploring the critical success factors of execution validity when an enterprise introduction of TTQS, (2) Applying the Grey Relational Method to locate the critical success factors and weighing factors behind the enterprise introduction of TTQS, and (3) Building TTQS audit reference model for enterprises to proceed self evaluation according to their resources with an eye to enhancing their entire human resource. The study process is distinguished into two phases. First stage is literature review and data collection and to explore the critical success factors and organize the questionnaires. Second stage is the empirical analysis phase: for the technology industry A and B Company''s operation management and personnel-related Surveying, and the result of surveying is using Grey Relational Analysis to study. The results showed that the critical success factors found in the enterprise introduction of TTQS are significantly different in accordance with the industry characteristics and the size of the company. In the conclusion, the study comes out with some suggestions for case A and B Company respectively when introduced TTQS. It is hoped that the audit model, provided by this study, can be very useful for enterprises planning of investing in human resource business to conduct self evaluation, and used the resulting resolutions of this study to upgrade their entire human resource quality.
