阻礙台灣鄉村居民參與鄉村發展規劃的因素

摘要

本文的主旨在認定及闡明阻礙台彎鄉村居民參與鄉村發展規劃的因素。所有的阻礙因素分為兩大類屬，即個人的內在因素及外在因素。在每類因素下更細分為多種的具體因素加以說明。在本文之末，筆者建議若干可以減輕阻礙因素的策略，配合兩大類阻礙因素，本研究所建議的有效策略也分成兩個主要方面，即政府應努力的策略及鄉村居民應改進的策略。本研究的資料主要蒐集自訪問分布在五個台灣鄉村社區中的一百五十個樣本鄉村居民得來。

This paper attempts to identify and explain factors impeding rural people's participation in rural development planning in Taiwan. AII these factors are divided into two categories, the individual's external factors and internal factors. Under each category more specific factors have been identified and explained.In the final part of the paper, strategies for releasing the impeding factors have been proposed. In order to correspond two major categories of the impeding factors, effective strategies are also proposed as two major aspects, the government effort strategy and the individual's self-improvement strategy. Available data for the study are mainly collected through interviewing 150 sample rural residents in five different villages of Taiwan.
