A Study on Core Competencies of Agricultural Production Extension Agents

摘要

處於知識經濟的時代,以知識為基礎的人力資源發展工作益顯重要。單一化的技能無法應付變的工作環境,一個專業人士須在自身的專業背景下,尋求相關的第二專長或能力來為自己加分,以增進在所處環境的自我競爭力。面對眾多不同的專業能力與技術,其中不可或缺而又具競爭潛力者視之為核心專業能力,它關係著個人與組織現在或未來的發展情況,因此相較於其他不同的專業能力,更應該鼓勵與要求所有組織成員共同發展此核心專業能力。以站在農業資訊傳遞第一線的農業推廣人員為例,若能掌握與農民溝通的各種專業能力,將有利於拓展農業推廣工作,加速農業的發展與農村的繁榮。基於此目的,本研究邀產官學專家組成研究小組參與對話,並以問卷抽樣調查全省設置有農事推廣人員之機構,就推廣專業能力加以探討,重研究結果有：1.就農事推廣人員的推廣專業能力分析而言,產銷輔導、問題解決、瞭解需求為較重要項目,另外農事推廣人員自我發展、教育訓練、資源管理等相關的推廣專業能力則較受忽略,而要妥善規劃加以培養;2.就現階段實務工作者所呈現的推廣專業能力主要為溝通協調;而未來應具備之推廣專業能力以熟悉運銷通路及策略為最需要規劃發展的項目。

There have been significant changes in the agricultural extension services in Taiwan in response to evolving changes in societal and economic structures, generation of new knowledge economy, and changes in the larger agriculture and economic communities. The purpose of this study aims to identify and examine the major work competency domains required for agricultural production extension agents' practice in today's rapidly changing practice environment. Because the major focus of this study is on the work competencies of agricultural production extension agents, data are collected using the methods of panel discussion as well as questionnaire survey. Results revealed that three job functions (production and marketing consultation, problem-solving intervention, and needs assessment advocacy) and three competency domains (self-development, education and training, and resource management) are considered as most pivotal. Participants' ratings of the importance of job functions and competency domains and implications for practice are also discussed.
