加入WTO後梨產業可能面對相當大的衝擊,為探討梨產業之因應之道,特從大湖、卓蘭、寶山、三灣、新竹、三義、新埔等重要產地訪查栽培農戶,得知目前梨農獲知WTO之相關訊息多來自電視及報章雜誌和改良場及農會人員之宣導,對於未來加入WTO有57.1%認為只要能拓展市場可能有正面影響,而長期方面高接梨農有較多人反應無法評估。在經營方面普遍有勞力不足現象,且栽培水果之最低忍受價格過高,可接受之降低成本策略大多為採自動化及共同採購。在運銷上雖有多種管道,但因借貸及價格因素多與行口商合作,較難縮短運銷流程。而梨農普遍較年輕且有較高之教育水準,可施以短期訓練以強化知識,但對政府之政策期待多屬補助及協助銷售問題,顯示其產業之因應能力尚有不足,若無適當輔導,恐其產業發展不甚樂觀。
This study is to investigate the impact on pear production after Taiwan become a member of WTO. The data were collected by interviewing the pear growers in Tahu, Cholan, Sanwan, Hsinchu, Sanyi and Hsinpu rural townships. The responsers indicated that their knowledge about WTO were from TV, newspapers, magazine and extension agents. There were 57.1% of growers realized that after WTO might be forced to expand products market, however, it is difficult to assess the long run effect. The shortage of labor forces are significant among the pear growers. The possible strategy to reduce production cost is to adopt automatic agriculture machines and to join purchase prouduction materials. Those pear growers are relatively young with high education level. So strengthing education training programs in order to increase their knowledge and skills will be the effective way to reduce WTO shock.
