中央行政機關組織基準法業於本年六月經總統分布施行，其中有關獨立機關之規定，為我國首創，因而引起學界及實務界之關切。本文即以基準法有關獨立機關之規定作為研究重心，詳為介紹，並自學理上加以評釋。
