摘要

我們處在一個自然、人文社會環境快速變遷的時代，風險管理應為當前施政之特性。政府必須要洞燭機先，管理風險，否則導致人民對政府施政滿意度下降、甚至産生信任危機。
研訂行政機關風險管理推動方案，行政機關風險管理機制的建立與持續運作，有賴首長的重視與承諾，型塑風險管理文化，在所屬機關成立推動組織、促發風險意識，進而建立機關風險圖像，發展管理工具及知能；將風險管理融入施政，從規劃、執行到評估要導入風險。
整合性風險管理是先進國家政府施政趨勢；而此種風險管理的機制，須落實到各個行政層級。

Faced with rapidly changing society and natural environments, the administrative agencies should effectively manage relevant risks in implementing programs and running businesses. Otherwise, they will risk their own reputation and suffer low customer satisfaction. The Executive Yuan is pushing for a comprehensive risk management program in administrative agencies, especially those commissions and ministries under its direct jurisdiction. The core initiatives of the program include building up mechanism, enriching culture and facilitating education and training for risk management. The whole picture of risk profiling for an organization needs to be achieved in the early stage if the organization can secure benefits from risk management. Risk management should become an integral part of wider management. Integrated risk management is on the trend and should be applied to every level of government.
