社區林業組織發展的知識演化研究

摘要

社區發展過程可以累積寶貴的社區知識，為觀察與萃取社區發展過程的知識演化內容，本研究以已具體成文的社區林業計畫為基礎，挑選湖本、美濃、牛犁、林美、鑑湖堂等五個已進階到社區林業第二階段的所有計畫書，以內容分析法瞭解各社區發展方向的異同，再以知識流程分析社區林業計畫的演化過程，建構出一個社區林業計畫的知識流程架構圖。研究結果顯示，社區在社區林業第二階段的發展設計較具長期規劃架構，而第一階段的計畫內容則多著重在人才培育。另外，本研究亦建議推動社區林業計畫需要密集的知識，社區、相關政府單位、學者專家三者之間夥伴關係益形重要，而學者專家更扮演著橋樑的角色，因此需要更多專業人員參與社區發展。

The process of community development can accumulate community knowledge. This study aims to observe and track the knowledge evolution of community development from five well developed communities: Ho-pan, Mei-nong, Nou-li, Lin-mei and Jian-hu-tang. The five selected communities are who entered the second stage of the community forestry project. Therefore, their well prepared proposals of community forestry is then studied by the content analysis. The evolution of development of those communities is observed using the knowledge management. Results show that communities in the second stage project tend to conduct planning for long-term development. However, human resource development is the most popular work in the first stage project. Furthermore, this study suggests that communities, scholars, and government authorities play important roles for community development. Scholars play a role as a bridge between communities and government authorities such that it is required more scholars participating related activities for community development.
