安全農業與農地永續利用整合機制之探討－以歐盟為例

摘要

安全農業與農地永續利用為當代農業政策的兩大主軸，但依我國現行農業施政的規劃，前者多偏向消費端的食品安全與市場擴展；而後者則多強調自然資源端的環境保護與生態保育，兩者分軌平行，缺乏政策間的聚焦與收斂。有鑑於農地資源為農業生產的基本要素，又維繫農業永續發展成敗的關鍵。故本研究紀要旨在檢視安全農業結合農地管理的可行性方案，並借鏡歐盟國家的農政經驗與具體措施，據以提出兼顧食品安全消費需求與農地資源永續利用的整合機制。從歐盟安全農業的推動經驗與管制規範發現：歐洲零售商協會(EUREP)所制訂的優良農業規範(GAP)，已有效地整合食品安全與環境保護兩大制度標準，該農產品安全驗證基準，不僅成為國際農產品進入歐洲農業－食品市場的貿易門檻，更被視為可同時創造環境－社會－經濟利益三贏的永續農業發展策略，亦即在保護環境安全性的前提下，優良農業規範所建構的親善環境農業經營系統，除可滿足社會大眾對農產品的消費安全需求之外，更有助於維護自然資源與促進農地永續利用。

Safe agriculture and sustainable land use are two pillars of agricultural policy in Taiwan. The former focuses on food safety and market issues while the latter emphasizes nature and environmental protection; both functions are parallel. Land resource is the fundamental element of agricultural production and sustainability. This research attempted to an integrating mechanism, which could achieve the goals of food safety and sustainable land use. The European experience was the main reference group for the study, and Taiwan could learn a lot about agricultural policy planning from their holistic perspective. This study found that EUREP GAP has broadened the world agri-food market. Constructing an environmental friendly farming system, under the code of Good Agricultural Practices, is not only regarded as a trade threshold, but also a win-win agricultural measure that could contribute to environmental, social, and economic benefits simultaneously.
