摘要

七十年代以降，政治哲學的整個研究趨勢，漸從「式微不堪」的谷底，復甦反轉而逐步上揚。然而，這種蔚成風潮的復興，是否意謂政治哲學已在學理上完全掙脫了先前的困境，還是雖已脫離舊困境但卻陷入新困境而猶不自知，或是僅僅代表一種知識興趣的反轉回昇而已呢？顯而易見的，這是一個急待解決或釐清的基本課題，但在興味盎然的復興大勢下，卻少為人涉及。
就個人所知，B. Barber乃是極少數探究這類課題的政治學者之一。依據他的見解，政治哲學研究的復興，基本上是以「自由主義」的形式而風起雲湧；可是，由於自由主義者全力全力追求真理的確定性，而遠離了政治判斷的未定性，遂使政治哲學的研究，橫遭「哲學」的宰制，終於「既扭曲了政治意識，又破壞了政治理解」，並促使「自由主義式的民主」淪為「弱勢民主」。B. Barber宣稱，唯有其所力主的「強勢民主」，才是匡救時弊的「真正而完全的民主形式」，也是現代世界中唯一能夠「保存並促進人類自由的政治形式」。顯而易見的，這種強調高度政治參與的「品質」和「數量」的民主理論，在政治研究的領域上，隱含著十分重要的基本問題，而值得深入探究。本文的主要目標，就在解析此一「強勢民主理論」及其蘊涵的一些複雜問題。

Since 1970s, the study of political philosophy has become a rapidly expanding frontier of political science, similar to empirical analysis decades earlier. Yet the revival of political philosophy in its liberal form raises new questions.
For B. Barber, if positivist political science was the conquest of politics by scientific hubris, resuscitated liberal theory has often appeared to be the conquest of politics by hubristic philosophy. Barber's basic claim is that liberalism serves democracy badly if at all, and that “strong democracy” is the only viable form modern democratic politics can take. The purpose of this article is to examine this claim and to evaluate the methodological arguments for the theory of strong democracy.
