公共圖書館策略規劃之探討

摘要

規劃係整合圖書館的行動，以達成預定的目標。成功的規劃為圖書館的行動，提供適當的方向，亦即決定結果及方法的程序。而策略規劃乃是有系統地作出圖書館行動的決策的連續過程，並對這些決策之遠景作最充分的認識；系統地把執行決策的力量組織起來，以及透過有組織的回應，測定決策的結果與預測結果之差距。本文除介紹策略規劃的意義、對公共圖書館的重要性外，主要在探討各國公共圖書館策略規劃的實施程序、期程、名稱及計畫內容架構，國外公共圖書館實施策略管理的成效，對館務推動及發展的助益。

The purpose of planning is to coordinate the library's activities in order to achieve previously established objectives. Successful planning provides the proper direction for library activities, with the ideal situation being one in which all activities and all units work in a common direction. The strategic plan of every library is to provide strategic guidance for the delivery of library services over the next few years. It outlines an ambitious vision of outstanding library service for all residents. The strategies, in the form of directions with supporting goals and suggested projects, are the means to achieving this vision of the future.This article relates the experiences of nine public libraries in the United States, Canada and Finland. It examines the planning processes of each library and introduces their guiding principles and the structures of strategic plans.
