民間機構興建與經營學校游泳池設施之可行性研究

Feasibility Study on Construction and Management of School Swimming Facilities by Private Sector

摘要

本研究調查發現台北市市立高中職以下的學校游泳池，數量普遍不足且分佈不均，溫水游泳池的數目更只有13.6%，急需新建學校游泳池設施。台北市政府因為財政拮据，希望將學校游泳池透過『台北市市有財產委託經營管理辦法』交由民間經營，但目前並無成功案例。為了解決學校游泳池不足、不均與現有設施經營困難的問題，本研究初步探討『促進民間參與公共建設法』適用於學校游泳池興建與經營的可能，並以台北市市立國民中學學校游泳池設施為研究對象，藉由對民間經營業者的焦點訪談，瞭解民營游泳池經營的現況。最後並以所得資料進行財務可行性分析，探討民間機構興建與經營學校游泳池的新制度。

School swimming facilities in Taipei City are studied as objectives in this research. It is researched that swimming facilities in schools, including senior high schools and under, are not only insufficient but also unequal in quantity. Moreover, just only 13.6% of those are heated pools, and it is of great urgency to built swimming facilities in schools. However, with the shortage of finance, the Taipei City Government wants to transfer the operation of school swimming facilities to private sector, under the Principle of Taipei Municipal Possessions Entrusting to Operate, but there is no successful case so far. In order to solve the problems above, such as insufficiency, inequality, and the difficulties of operation, this research studies the validity if the Law for Promotion of Private Participatioin in Infrastructure Projects is suitable for school swimming facilities. This research takes Taipei municipal junior high school swimming facilities as objectives. And by interviewing the operators of private swimming facilities, we can understand their operating situation. Finally, there search studies that if the construction and management of school swimming facilities by private sector is feasible by simple financial analysis with the data collected
