我國車輛行車事故鑑定制度之研擬與評估

Evaluating the Institutional Alternatives for Traffic Accident Adjudication

摘要


在國內現行鑑定作業組織與編制均不符需求、專業人力不足、事故資料品質不佳、鑑定設備與技術普遍缺乏之情況下,要提升我國車輛行車事故鑑定之品質,恐非強化員警處理交通事故之專業能力、大幅修改事故鑑定作業組織與制度無法達成。本研究基於系統化分析「事故鑑定組織與制度」之需要,嘗試在提升鑑定品質、獲得大眾信任、促進交通安全及永續經營之前提目標下,研擬五個行車事故鑑定制度方案,並透過分析層級程序法(AHP)及理想解類似度偏好順序技術(TOPSIS)求算評估準則之相對權重且評選最佳方案。研究結果顯示「公和並行」之行車事故鑑定制度為我國現階段行車事故鑑定制度改革之最佳方案;在交通警察局設置專責事故鑑定單位為次佳之方案;成立單一財團法人之行車事故專責鑑定機構為再次佳之方案。

This study is undertaken to evaluate the Institutional Alternatives for traffic accident adjudication. Five alternatives are developed and evaluated based on the hierarchical evaluation structure of the institutional design for traffic accident adjudication. The Analytic Hierarchical Process (AHP) is employed to compute the weights for decision targets and evaluation criteria, and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is then used to evaluate the ranking of various alternatives. The results indicate that providing the accident adjudication service by both government institutions and private agents is the best alternative among the five candidates. The second best alternative is to assign the adjudication task to the police. The third alternative is to assign the adjudication work to a non-profit organization.
