本文討論說明台灣在1980年代末轉型到後工業化社會,台灣新都市主義運動的都市計畫制度轉型危機與挑戰。結論指出戰後台灣都市計畫,基本上,是為處理台灣工業都市量性成長矛盾的一個產物。21世紀的台灣都市計畫所要面對的,卻是一個質的問題,包括都市轉型競爭、社會公平性、文化環境、都市蔓延與環境永續等。因應這個挑戰一方面需要在學術研究領域的深化外,還必須將歷史文化、水與綠以及開發機制等新元素的導入傳統都市計畫專業,以資源規劃取代人口規劃制度,建立彈性都市治理與誘因結構等,來回應並支持後工業台彎都市轉型競爭、文藝復興與環境永續、社會公平等新都市運動需求。
The article explores transformation and challenges of urban planning institution in new urbanism movements while Taiwan’s entering into postindustrial society since the late 1980s. It is argued that urban planning in postwar Taiwan is a product for dealing with quantitative growth and contradictions of industrial cities. However, the urban planning in 21 -century Taiwan faces qualitative issues, including urban transformation and competition, social equity, cultural environment, and urban sprawl and environmental sustainability. Meeting these challenges and supporting new urbanism movements of urban transformation and competition, city renaissance, environmental sustainability and social equity will on the one hand require deepening works in academic research areas. Planning profession will on the other require works on incorporating a new emphasis on historical culture, water/green and land development mechanism in traditional planning, replacing population-oriented planning institution with resource-based one, and establishing flexible governance and incentive structures.
