地方多元利害關係人在臺北圓環爭議中公共價值之轉變

Public Value Transformation of Stakeholders in the Taipei Circle

摘要


臺北圓環具有文化和歷史的上重要意義,隨著時代變遷與都市規劃政策更替,臺北舊圓環早已不復存在,臺北圓環亦將拆除,在地居民、店家、攤販、里長與商圈理事長等多元利害關係人對臺北圓環的使用與定位,始終未有一致的共識與想法,從政府治理的角度來看,很難有一個政策規劃可以滿足所有利害關係人之需求,但如何從中找到最大的共識與公共價值是政府可以努力的目標。本研究透過文本分析、田野觀察與深度訪談的方式,嘗試了解臺北圓環周邊多元利害關係人對圓環規劃之看法,與其爭議過程中對圓環定位與公共價值的改變,本研究將觀察所見、訪談結果及相關文本分析歸納整理後發現:1.對臺北圓環的利害關係人來說,圓環是富含歷史價值、伴隨自己成長的象徵,期待圓環除了可以保存舊有的歷史脈絡外,並善用其地理上的交通樞紐位置,成為大同區對外連結鄰近商圈與串聯傳統產業發展的連結點。2.多元利害關係人過去多從個人角度、商業價值等面向出發,但隨著政策拆除方向確定,在地里長、商圈理事長、文史工作者與專業工作者均認為,縱使拆除也應朝向公共財與公共空間使用等公共價值角度出發,且應將臺北圓環過去的歷史脈絡與價值保留下來。3.從轉變過程可知,政策方向的驅動、意見表達方式改變與內在共同情感記憶誘發是影響地方多元利害關係人在臺北圓環爭議中公共價值轉變的關鍵要素。

While the Taipei Circle carries cultural and historic significance, the earliest structure no longer exists, and the one that was built later is about to be torn down due to urban planning and policy changes over time. However, local stakeholders, including the residents, shop owners, vendors, borough chiefs, and the chairman of the shopping district development association, have never reached a consensus regarding how Taipei Circle can be developed and positioned as a shopping district. From the perspective of government governance, a policy that can meet the needs of the stakeholders involved is still lacking. Nevertheless, it is still possible for the government to seek the largest possible consensus and public value. This research performed textual analysis, field observation, and in-depth interviews to explore the opinions of the interested parties of Taipei Circle regarding its planning and how the positioning and public values of Taipei Circle have changed amid the dispute. The findings are summarized as follows: 1. For the stakeholders, Taipei Circle possesses unique historic significance and was part of their childhood memories. They expected that the historic context related to Taipei Circle can be preserved and its advantage as a transportation hub can come into full play by linking Datong District with neighboring business areas and traditional industries. 2. Previously, the Stakeholders used to view Taipei Circle from personal perspectives and focus on economic dimensions, Nevertheless, with its demolition coming to a conclusion, the borough chiefs, the chairman of the shopping district development association, the cultural workers, and the related professionals all agree that the post-demolition Taipei Circle should be developed according to public values as a public good and a public space, and that its historic context and value should also be well preserved. During the transformation process, the policy-driven, public opinion expression change and co-memory induction are the key elements influenced the stakeholders.
