摘要

川普政府對北韓採取極限施壓的政策，經濟制裁是其中的一部分。華府分析中國是北韓獲取相關飛彈與核武技術的來源之一，亦是北韓最重要的貿易夥伴，同時中國更是聯合國安理會的常任理事國。華府希望北京發揮影響力阻止北韓發展飛彈與核武，包括落實聯合國安理會決議案及加強經濟制裁。除此之外，華府亦透過制裁中國企業的方式阻止北韓獲取相關技術與設備。在中國的被動支持下，美國推動的相關制裁案發生作用。中國與北韓之間的貿易量降低。北京亦強化對相關飛彈與核武設備的管制，避免北韓從中國獲得相關技術。

The Policy of the Donald Trump administration on North Korea was to exert maximum pressure, and economic sanctions were a part of this pressure. Washington considered China as one source of North Korea's missiles and nuclear weapons technology, and the most important trade partner of North Korea. At the same time, China is a permanent member of the UN Security Council. Washington hoped Beijing would use its influence to stop North Korea from developing missiles and nuclear weapons. American policy included implementing UN Security Council resolutions and strengthening economic sanctions. In addition, Washington also sanctioned Chinese companies to block North Korea's access to related technologies and equipments. With China's passive support, the US sanctions on North Korea had some effects. Trade between China and North Korea decreased. Beijing had also tightened controls on missiles and nuclear equipments to prevent North Korea from acquiring related technologies from China.
