以SEM探討中華民國國家品質獎評審架構模式

The Construction of Framework in Casual Relationship for the Evaluation System of Republic of China National Quality Award

摘要

本研究以國家品質獎評審標準參考手冊為藍本，萃取出112個問項形成問卷，透過結構方程式模式(SEM)方法，分析本研究所提之國家品質獎評審架構並估計各評審標準構面間的路徑係數，統計結果顯示，構面間的路徑係數皆為正值，顯示該架構呈現因果關係模式，構面中，以「領導與經營理念」對其他構面皆有正向影響，其次是「資訊策略、應用與管理」也對「策略管理」與「研發與創新」、「顧客與市場發展」、「人力資源與知識管理」、「流程管理」與「經營績效」有正向的影響，研究結果顯示所提出之架構為一單向性因果關係模式與研究假設相符，而「領導與經營理念」為品質管理系統運作的驅動力的假設也得到驗證，而「資訊策略、應用與管理」的角色則為系統內部執行力的驅動源，使得系統各部份有效率與效能的執行，此架構也代表了企業卓越經營的典範，藉著各路徑係數與箭頭確指出企業欲達成目標的方向，對實施TQM之企業，國品獎的評審標準提供了一個良好自我檢驗規範與指南，明確的指出在各系統構面要改善與強化的方向與內容。

In this study, 112 questions as being a survey instrument involving questionnaires are extracted from the 2004 the criteria handbook of the R.O.C. National Quality Award serves to measure the content of the ROCNQA. A causal model is proposed to reveal the relationships among ROCNQA categories. Structural equation modelling (SEM) is used to analyze the model and estimate path coefficients among ROCNQA categories. The statistical results show that many of the hypothesized causal relationships in the ROCNQA model are statistically significant. From path coefficients, the strong or weak relationships among categories are justified by the value of them. The conclusions show the Leadership has positive impacts on other categories and the Information Management also does the similar way. The assumption that the model is a recursive is justified. The Leadership is the driver of the quality management system to drive the system creating the Business Result is also found. The Information Management is also a critical force to make the system running effectively. The model of the casual relationship is suggested as an excellent quality management model to guide all business running for higher quality.
