航空生理官體制與實務現況的檢討

A Long-term Survey on the System of Aerospace Physiologist and Its Efficiency

摘要


二次大戰之後,美軍飛行部隊始設航空生理官的編制,隸屬於生物醫學官的專業體系,且與航空醫官爲雙軌並行。我國空軍雖於民國48年設置是項專長,惟限於編制內爲數甚寡,歷年來雖有斐然的績效,但因本位主義所囿,勢難推動制度,和實務的改革。近年,空、陸軍換裝新型的機種,部隊航醫實務日趨繁重,爲講求專業分工,提昇效率,航空生理官制度亟待重新規划,並推廣至三軍。目前,空軍的航生訓練裝備,雖已增購,但仍有不足,爲謀配合各軍種之任務特性,訓練規範宜作修訂,務須重視品質和效能。航空生理訓練專業化爲體制的新境界。亦爲飛安所賴,惟有對航空生理官的職能先予定位,纔能專心致志謀其政。

Historically, US military biomedical flight corps initiated their aerospace physiological system and assigned biomedical science officers as aerospace physiologist for duty since World War II From then on, they laid equal stress on flight surgeon and aerospace physiologist. In 1957, Chinese Air force also put up few positions for aerospace physiologist to conduct altitude chamber training. Regardless of their successful performance in flyer backup, they had not been highly considered due to the dominating flight surgeon system. Recently, army and air forces have grown up to some extent and have to rely on a sound medical support system. In order to share out the work of flight surgeons and cooperate with one another, the old system of aerospace physiologist should be innovated. In addition, regulations and profiles used for physiological training needed to be modified to meet the variant requirement of mission. Most importantly, aerospace physiologist must be well-trained and specialized, then put in the right position. These measures will be the way to the final state of an efficient system.
