This article considers that the purpose of the Abe Cabinet to approve the right of collective self-defense is to balance the threats of North Korea and China, and increasing Japan's influence of regional security issues by increasing security cooperation between the U.S.-Japan alliance. Therefore, I analyze the development process of the U.S.-Japan alliance and Abe's strategy to strengthen the U.S.-Japan alliance security cooperation based on the balance of threat theory and alliance theory. During the Cold War, Japan was afraid of being entrapped into American war that was not related to Japanese interests, or being abandoned by America. In the post-Cold War era, Japan strengthen the deterrence of the U.S.-Japan alliance by increasing the JSDF's military power, deciding to exercise the right of collective self-defense, and sharing the burden of the U.S.-Japan alliance.
