本研究旨在建構適合衡量台灣企業資訊倫理落實程度之指標。首先透過探討相關文獻、訪談企業與專家學者建立出指標架構;其次採用德爾菲法,透過專精於企業資訊倫理領域之13位專家學者,進行三回合專家問卷調查,以評估指標之適切性;最後再以階層分析法求取構面及概念之權重值,建構出企業資訊倫理落實程度之評量表。根據分析結果,本研究提出之量表包含四大構面、13個概念、與60個指標項目,四大構面分別是「高層主管對資訊倫理的認知與支持度」、「資訊倫理政策」、「資訊倫理管控機制」及「資訊倫理教育」。本量表可做為企業瞭解自身資訊倫理施行與落實情形之檢測工具,做為企業制訂與推動資訊倫理相關政策之依據。
The purpose of this study was to construct indicators of measuring corporate fulfillment of information ethics in Taiwan through reviewing related literatures and interviewing corporate executives and academic scholars to establish the structure of indicators. The indicators were organized into four categories, namely, corporate executives' cognition and supports in information ethics, information ethics policy, control mechanism on information ethics, and information ethics education.
