This article discusses the participation right of people toward the comprehensive plan and the professional plan by the government in Taiwan. This paper first introduces the current system of land planning, the methods of zoning regulation as well as the current planning laws regarding the rules of people's participation toward the nation's development plan and professional plan. The necessity of people to participate these plans is then discussed. The scope, the method, the time and the length of participating these two plans, and what legal remedies are available if their participation right is violated are also evaluated. Finally, the conclusions and suggestions resulted from this research are provided.
