摘要

本文乃是對於西方民主國家「城市一區域」治理論述的介紹之作。在全球化的脈絡下，治理成爲各利益關係人共同分擔的責任，作者著重探討市民社會如何參與在這種新的治理形式中，並介紹各種新興「城市一區域」治理的模式，並且提出衡量良好治理制度的六項凖則。

This paper is intended as an introduction to the discourse on governance, especially as it applies to the governance of city-regions, in western democracies. In the processes of globalization, governance has become a shared responsibility among all shareholders. A major issue, however, continues to be the question of civil society and its participation in the new forms of governance. The author then discusses the controversies concerning the governance of city-regions, and suggests six criteria for assessing what might be called good governance.
