Experts often play a key role in the public policy-making process. Yet, the roles and effects of experts seldom become the target of scrutiny. This paper is aimed to reveal how experts ally with the state to form a disciplinary power in regulating the front-line workers. Struggles and conflicts in the event of service reduction in home care service of Taipei City in 1997 provide a field to examine the micro practices of expert power. The author reflects upon how the expert power works to strengthen the state control and searches the possibility of counter strategies. The possibility of organic intellectual is discussed as conclusion.
