違規機車駕駛人現場測驗之實驗研究

An Experimental Study of Field Examination on Traffic Violation Motorcyclists

摘要


本研究之目的在於設計與執行一對於違規機車駕駛人之現場測驗研究,藉由現場實施問卷調查及筆試測驗之方式,分析機車違規人對道路交通安全相關規定的熟悉程度及其基本特性。經本研究針對台北市違規右轉之152位違規機車駕駛人,實施問卷調查得知:(1)僅有7%的駕駛人現場橫擬筆試成績能達到監理單位85分的及格標準;(2)獲得交通安全資訊之來源、主要為電視與報紙;(3)約有88%違規駕駛人認為有必要定期實施道路交通安全講習;(4)違規之原因以一時沒注意占43%最多,其次為不清楚交通管制情形占35%;(5)持照未滿1年的違規駕駛人雖筆試成績最好,但卻有較高的交通違規次數;(6)有70%的駕駛人贊成賦予警察針對較輕微或無心之交通違規實施現場教育或訓誠之權責。就目前的交通法令而言,交通警察對於交通違規行為並無交通裁量權,但是否需要適當給予輕微交通違規行為之現場教育權責,本研究之成果可以提供各界參的。

The purpose of this study is to design and execute an experimental field examination on traffic violation motorcyclists, which is included with a simple test of traffic regulations and a questionnaire survey of road safety and law enforcement. It was treated on 152 motorcyclists with violation right turn of Taipei city. These findings are found as followed: (1) it is only 7% motorcyclists passed the standard score of 85 points, (2) road safety inform at ion are mainly obtained from TV program and newspaper, (3) 88% motorcyclists agree that regular re-education for traffic regulations is necessary, (4) the major causes of traffic violation are drivers' ignorance (43%) and non-understanding on traffic control conditions (35%), (5) The test scores of new drivers with license less than one year are higher, but have high violations, (6) 70% motorcyclists agree that police could decide the penalty of insignificant violation drivers Base on Current law system, traffic police could not have right to consider and decide the violation drivers' penalty. It is interest and still need to explore on police could take a field education on violation drivers or not in future studies.
