近年來大型重型機車車主、駕照持有人以及車商,不斷透過民意代表向交通部積極爭取大型重型機車路權,交通部主管單位及各縣市交通主管單位則採取「視同一般機車」被動及保守態度管理。然而開放大型重型機車為我國加入WTO附帶承諾之一,在缺乏大型重型機車之管理經驗情況下,特別是道路交通工程相關設施之設計,並未針對大型重型機車設置相關的規範,未來如果開放大型重型機車行駛快速道路、高速公路,甚至是市區道路,又將衍生路權管理、交通法規、交通工程、交通教育、交通執法等問題。因此,本文擬由文獻蒐集、實地觀察法,提出大型重型機車持有與使用相關課題,並擬定對策之初步構想。由於交通部鑑於大型重型機車(道路交通安全規則定義為逾250cc之機車)行駛快速公路之路權開放課題,曾組成「大型重型機器腳踏車路權檢討規劃小組」召開四次會議研商,現階段也以台68線及台72線之省道快速公路進行試辦,因此本文也特別針對試辦路段之主線路段、路口匝道、鄰近平面交叉路口的標誌與標線,從交通工程改善的觀點探討其設置是否恰當,最後提出若干建議供政府部門參考。
Recently, the owner, license possessor and agency of large motorcycle had aggressively push pressures on our government by legislators. They intend to get the right-of-way of on expressway and arterial in urban area. But the Ministry of Transportation and Communications take large motorcycle the same position as scooter and motorcycle for management. However, our government promises no limitation for importing large motorcycles to join WTO. There will be some issues when people use large motorcycle as transportation mode. This paper presents some issues for large motorcycle management, traffic engineering, traffic enforcement, traffic education, traffic regulation etc. are also included. Furthermore, by surveying experience on expressway T68 and T72, this paper also discusses the compatibility of traffic sign and traffic marker design on mainline, ramp and cross-road from the viewpoints of traffic engineering and traffic safety. Finally, we provide some suggestion to the government authority.
