摘要

隨著我國積極地發展文化創意範疇內產業的同時，其中有關推動「設計產業」發展所形成的政策與執行的績效，極需要一套有系統的「政策指標」評估工具，用以衡量與監督政策所影響外部環境的變化。本研究依據(1)設計政策內涵的理論需求、(2)數據資料的易於取得與分析程度，以及(3)同時能夠長期觀察等原則，採以我國目前政府公部門所發佈，具公信力的量化統計指標為建構依據。首先經由「因素分析法」建構出六項因素構面，應用「模糊德菲法」彙整專家意見後建構出十二項政策指標，並依照專家意見分別給予每項指標不同的模糊權重值。本研究以我國現行設計政策為例，蒐集並演算自二○○一年至二○○三年，共計三年的政策指標數據，藉由指數編製的方式計算出「設計政策指數」。嘗試藉由時間序列觀察政策指數的異動方向與幅度，即可有效地監督設計政策的實行成效，進而調整政府制定設計政策的決策。

Along with the active promotion of the culture-creative industry in Taiwan comes the need to develop a systematic assessment tool for appraising and supervising the changes as a result of the Design Industry Policy implemented by the government. To response to such need, this study constructs Design Policy Indicators according to (1) the design policy theories and facts, (2) statistical results of available data, and (3) long-term observation from official quantitative data published. First, factor analysis is employed to establish six indictor-factor sections. Then the fuzzy Delphi method is applied to the experts' opinion for deriving 12 design-policy indicators, each of which is assigned a different fuzzy weight. Finally, Taiwan's design policy is used as an example with data of design-policy indicators from 2001 to 2003 analyzed to establish a design-policy index. Through observing the changes in design-policy index in terms of direction and magnitude, we can assess the effectiveness of the design policies implemented and make adjustments accordingly.
