我國非營利組織在績效管理上一般學界向著重於組織決策核心或負責人員對其組織之使命達成、資源投入運作、效率與滿意度等自我管理之評估,鮮少論及以各組織之主管機關藉由公權力對非營利組織實施外部管理之評鑑作業,本文是以醫院為例,探討主管機關依法對醫院人員、設備、資源、任務執行品質與效果之外部監督考核。 我國醫院評鑑肇始於民國六十七年教育部會同行政院衛生署主辦之教學醫院評鑑,迄今已有二十餘年之經驗,本研究依據文獻之探討及經驗之回顧,研析醫院評鑑之意義、目的、內容及方法,對現行評鑑作業方式之缺失及改進之道,研提改進建議,供有關機關參考,並討論醫院對評鑑工作之因應,以為其他類非營利組織之借鏡。
The academic researches in the performance management of non-profit organizations have long been mostly focused on the achievement of objectives, the resources involved, the efficiency and the degree of satisfaction as well as the assessment of self-management conducted by the decision-making center or the chief executive of the organizations. However, there is little mention of external management and accreditation on non-profit organizations, which are practiced by the authority agencies. By taking hospitals as an example, this study explores the external supervision mechanisms on hospital operation by the authority agencies, namely, to review and monitor the overall quality and effectiveness of hospitals in terms of personnel, equipment, resources and task implementation. Hospital accreditation in Taiwan was initiated from Teaching Hospital Accreditation administered both by Ministry of Education and Department of Health in 1978. The accreditation system has been implemented for over twenty years. This research aims at proposing sound recommendations to facilitate the improvement on hospital accreditation system by analyzing the meaning, purposes, contents and methods through literature review and experience retrospection. Hospital preparation for the accreditation is also discussed in this study as a inference of the other non-profit organizations.
