摘要

詮釋結構模式法(Interpretive Structural Modeling, ISM)是互動管理(Interactive Management, IM)的主要結構方法，具有將不同類型的元素與關係組成結構的特質，因此可以釐清複雜的事態。本文簡述ISM的源起、基本概念、演算法、操作程序、電腦軟體，並以實際案例說明ISM的過程與產出。
ISM的最後成果是詮釋結構模式(interpretive structural model)，本文以公共事務案例，呈現ISM在數種不同的條件下的圖形與應用形態。操作成果包括以回饋圖呈現的增強結構，以及以層級圖呈現的解題結構等詮釋結構模式。研究成果顯示結合ISM的IM程序適於民眾參與使用，藉由對建構過程與詮釋結構模式的解釋，提供對複雜事務的決策協助，是處理複雜公共事務議題的重要工具。

The Interpretive Structural Modeling (ISM) process is the main structure method for Interactive Management (IM). The method has some useful characters to structure different kinds of element and relation, so can clarify the complex situation. This paper sketches ISM origins, basic concepts, algorithms, processes, and explains the courses and outcomes of application by real cases.
The final products of ISM are interpretive structural models. The study presents two kinds of maps and application structural types under different conditions with the public affairs cases. The results of this study include an enhancement structure in feedback digraph, and a resolution structure in hierarchical digraph. They show the IM procedure which combines ISM is suitable for citizen participation. It offers decision support from the structuring course and the interpretations of structure. Therefore it is the important tool which copes with the complicated public affairs issues.
