視障圖書資源服務現況與相關法規之探討

摘要

有鑑於各先進國家對於視覺功能障礙者之圖書資源服務已行之有年，並有法規與專責機構推動服務，本文擬參酌國外發展視障圖書資源服務之過程與經驗，並衡酌國內圖書館服務現況與問題，歸納提出法規條文內容與專責機構設置建議，提供圖書館界推動此項作業之參考。

In the last decade, most developed countries have devoted considerable resources to help visually impaired people access information. National authorized agencies and special regulations are key aspects. Literature reviews are taken to understand the preferences and the experience in serving the needs of visually impaired people. Finally, conclusions and suggestions are proposed as reference for developing regulations and specialized agencies in libraries.
