摘要

政策終結本是一塊等待耕耘的領域，極需有志者對之踏入研究。本文之核心目的，在於先行建構續階性研究的理論基礎，冀以引領有趣者加入這個領域的開拓行列。
處於政策終結現象不斷在台灣發生的歷史時刻，對該現象進行先驅性的探索，確有其迫切性及必要性。因之，本文的探索議題聚焦於：政策終結的特性、標的、理由、免疫及策略。一方面作為知識的啓蒙，另一方面提供實際的應用。
而在這五方面的探索後，導出六項重要的啓示：終結的政治困境，宏觀與全局思維的重要性，終結免疫的可能性，主事者視框重構的必要性，善擇時機的關鍵性，與政策逐步學習的難免性。

Policy termination is a subfield of policy analysis necessarily to be addressed. The purpose of this paper is to construct theoretical bases for next step studies and expects who are interested in this topic to join the future efforts.
The phenomenon of policy termination is continuingly happened in Taiwan at this historical moment. Its studies can bridge the gap between real cases and existing knowledge: Owing to pursue this goal, the paper focuses on the characteristics, targets, reasons, immunity, and strategy of policy termination. It hopes that this exploratory analysis attempts to enlighten new knowledge and to provide its real utilization.
After the paper has explored these five topics, it concludes that termination exists political dilemmas, macro and holistic thinking is important, termination immunity is possible, frame reflection is necessary, timing choice is critical, and policy learning through piecemeal is inevitable.
