為將政府行政運作與政策制定開放給民眾參與,政府在資通科技轉型中試圖採用雲端運算知識與技術,增加民眾參與政事之管道與興趣。本研究計畫目的在於瞭解政府成為簡單且有效能的雲端政府時,作為服務提供者所應擔負服務角色與功能,以利瞭解影響政府在雲端運算中,扮演服務提供者角色時之重要決定因素。依政府與雲端運算關係之相關文獻分析,影響政府成為雲端服務提供者因素可分為三個主要面向:第一是雲端技術層面,即受到「基礎建設」(infrastructure)、「可利用性」(availability)與「信心」(confidence)三個主要因素影響;第二是雲端資訊能力,包含政府人員的資訊科技技術與知識(IT skills/knowledge)與IT訓練(IT training),如對服務項目與介面之認知;第三是組織制度面向(institution),包含信任(trust)、確認(assurance)與整合(integration)等因素影響。本研究方法採「深度訪談法」,並配合「層級分析法」(Analytic Hierarchy Process,簡稱AHP)探析建構政府做為雲端服務提供 者所需具備功能與影響因素。
The reasons for government to explore cloud computing in IT transformation are included 〞to open up the government to its citizens,〞 〞bring government into the 21st century,〞 and 〞spur innovation〞. The proposed research aims to understand the influential factors for the government to play a role as a service provider in cloud environment, and further to build a simple and available model of service accountability to evaluate the government as a service provider in cloud computing. Upon the literature review regarding the relationship between the government and cloud computing, there are three important dimensions to influence the government as a cloud service provider: first, the perspective of cloud technology is involved infrastructure, availability and confidence; secondly, the dimension of cloud technology abilities are included IT skills/knowledge, IT training; thirdly, the dimension of institution is involved trust, assurance and integration. This project expects to take two consecutive years to establish an evaluation approach of governmental service accountability as a cloud service provider. The in-depth interviewing method is used as research method to build research variables for evaluating service accountabilities of cloud government.
