本研究旨在探討社區社會資本的促成、阻礙因素及其發展策略,研究者以全國社區在社會資本與社區發展的表現爲考量,隨機抽取34個社區發展協會爲研究對象,針對該社區的領袖(理事長、理監事或總幹事)進行個別深度訪談。研究結果顯示,社區中存在著許多促成或阻礙社會資本的因素,社區中也有各種促進其社會資本的策略。依據研究發現,本研究提出八項促進社區社會資本之相關的討論與建議,包括:(1)規劃重建社區社會資本的策略與議程;(2)發掘與培育有開展社區社會資本之能力的領導者;(3)投資與經營有利於橋接型社會資本的「審議式民主」;(4)營造有助於橋接型社會資本的社區參與和行動的機會;(5)發展有助於橋接型社會資本的個人和社區的互惠行動;(6)學習和認識多元文化以降低橋接型社會資本的發展障礙;(7)創造與經營社區的品牌/特色以開拓連結型社會資本;(8)建立公私部門與社區之間的伙伴關係以強化連結型社會資本。
This paper aims to explore the promoting and impeding factors and developmental strategies for community social capital. Considering the performance of community social capital and community development, 34 Registered Community Development Associations (RCDAs) were sampled, and their leaders (chairmen, board members or general mangers) were interviewed in depth. The research shows that there are many factors promoting and impeding community social capital in the communities, and various strategies for developing community social capital as well. According to the findings, this research raises 8 issues related to promoting community social capital for discussions, and suggestions are proposed including: (1) planning strategies and agendas of rebuilding community social capital; (2) discovering and cultivating leaders with the ability to develop community social capital; (3) investing and managing 'deliberative democracy' beneficial to bridging social capital; (4) creating the opportunities of community participation and action beneficial to bridging social capital; (5) developing reciprocal action of individual and community beneficial to bridging social capital; (6) learning and recognizing multi-culture in order to decreasing the obstacle of developing bridging social capital; (7) creating and managing brands/specialties of communities in order to progressing linking social capital, and (8) forming partnership among public-private sector and community in order to strengthening linking social capital.
