“美國軍事情報密檔”中的史迪威報告

史迪威是影響二次大戰後中美關係的關鍵人物之一，對中國軍隊之組織結構、成員素質、訓練方式等下過踏實的研究工夫。同時對中國人的民族性和習俗慣性，中國人的思考邏輯和行為模式有相當程度的瞭解和熟悉。擔任駐華武官四年，史氏撰寫了此一時期大部分之「密檔」報告，其對情勢之分析與研判，內容精闢，頗得其所屬部門之長官讚賞。但對中國人及中國當時的政治人物－尤以對蔣介石－則有不少曲解偏頗與嘲諷批判。史氏此種見解或已為其日後與蔣氏之不歡而散，埋下伏筆。本文就史氏報告中明顯偏執之部分予以評析，期能釐清現代史中之中美關係的某些疑惑。

This study focuses on Joseph W. Stilwel1's reports to U.S. War Department in the period of 1935 to 1939. Stilwell's evaluation and prediction in his reports has some unbelievable high lights as well as some prejudicial criticisms to Chinese people and to some political figures especially to Marshal Chiang Kai-shek. This study collects all of Stilwell's reports and points the evidence of his prejudice in his own writings. It is hopeful that this study could help to clear ax ay some suspicions in the modem Chinese history.
