東南亞的恐怖主義演進與安全形勢變遷

摘要

美國在「911事件」後揭示「全球恐怖主義發展路徑圖」，東南亞被設定爲全球反恐的「第二戰場」，東南亞區域安全也被鑲嵌進美國的全球反恐體系之中；此外，911事件發生後的初期階段呈現出一種「反恐戰爭」與「恐怖活動」同時升級的國際情勢，恐怖活動與反恐行動之範圍同步擴大，東南亞因此成爲全球恐怖活動與反恐行動的「熱區」。
然而，檢視東南亞區域恐怖主義演變的狀態可以發現，這並不符合美國反恐路徑圖的規劃，而美國的「重返東南亞」戰略利益也改變了東南亞區域安全的變動規律。因此，本文擬透過審視當代國際恐怖主義的演化脈絡探討東南亞國家的反恐戰略與區域安全情勢的變遷。

After the September 11 attack in 2001, the United States demonstrated a ”road map of global terrorism development” in which Southeast Asia was defined as 'the second front' of global counter-terrorism as well as an embedded part of US global counter-terrorism system. The international society had witnessed a synchronous soaring of counter-terrorism war and international terrorist activities in Southeast Asia, the ”hot zone” of global terrorist activities and counter-terrorism missions.
The evolution of terrorism and security situation in Southeast Asia, however, failed to fit the arrangement of the road map introduced by the United States. In addition, the strategic interest of US ”return to Southeast Asia” strategy also adjusted the rules of security dynamic of Southeast Asia. This paper tries to evaluate the development of contemporary global terrorism and to explore the counter-terrorism strategies and regional security changes in Southeast Asia.
