國光體育獎章已實施逾20年,雖激勵了許多優秀選手爭取更佳運動成績,然而亦引發了許多流弊。因此,本研究目的旨在探討國光體育獎章政策之施行效益及其缺失。研究方法採用文件分析的方式,以暸解國光體育獎章及獎助學金歷年發放數量及金額。另一方面,本研究對象是以6名優秀選手、2名優秀教練、官方決策人員與學者各1名,以深度訪談方式來探討受訪者對於國光獎章之觀點,所得研究結果如下: (一)自1983年起至2004年止,國光體育獎章累積發放總金額超過23億,而歷年選手與教練獲頒之獎章數量以三等獎章為主,累積獎助學金則以二等獎助學金最多。 (二)國光體育獎章的實施效益在幫助教練及選手訓練補助、精神激勵上有極大助益,且施行後確實提昇國家之運動競技實力。 (二)國光體育獎章之施行缺失主要在修法的連貫性、相關配套措施的輔助、以及其他法條的橫向聯繫上,目前尚無有效聯結。而過往有功教練之獎金常引起諸多紛爭,但在全面取消後,相關配套措施又欠缺的情況下,使教練失去了訓練資助與激勵動力。
Guo-guang Sport Award has been executed over twenty years and has encouraged many athletes striving for higher grades. However, the improper practices of Guo-guang Sport Award also caused so many problems. Therefore, the purpose of the study was to analyze the benefits and defects of Guo-guang Sport Award implementation in Taiwan. Document analysis was used to discover the quantity on Guo-guang Sport Award and the following reward. On the other hand, interviews were used to understand the viewpoints from two meritorious coaches, six athletes, one public official, and one scholar. The results of this study were as follows: a) Guo-guang Sport Award had provided reward for outstanding coaches and athletes amounting over 23 hundred million from 1983 to 2004. Moreover, large proportions of awards were in third-class, and second-class reward was in large possession of the amounted reward. b) The implementation of Guo-guang Sport Award brought benefits to training subsidy and spirit inspiration for coaches and athletes, and also promoted the standard of sport competition in Taiwan. c) The major defects of Sport Award were: lacking of coherence to policy, imperfections of assistant measures, and linking problems to other ordinances. In addition, the reward for meritorious coaches had often caused disputes in the past time. After rescinding it, coaches fell out of training subsidy and spirit inspiration.
